DUAL Medicare Medicaid Plans

Effective January 1, 2023, New York State expanded the eligibility of New Yorkers who are 65+, blind, or disabled to qualify for Medicaid coverage by significantly raising the allowable income eligibility levels to 138% of the Federal Poverty Level (FPL). Sources of income that are counted include social security, retirement account distributions, pension, income payable from a trust, and rental income.

  • Individuals – Change of individual income level as follows:
    • 2022 – $934 monthly
    • 2023 – $1563 monthly
  • Couples – Income level change for couples who both receive care as follows:
    • 2022 – $1367 monthly total
    • 2023 – $2106 monthly total

With this expansion in maximum income levels, more New York residents will now be eligible for New York State Medicaid benefits. Asset limitations still apply although will also be increased. For those individuals also enrolled in Medicare – even more benefits may be available through a combination Medicare / Medicaid plan called Medicare Advantage Dual-Special Needs.
